News: 5 September 2017Barton Willmore expands Infrastructure team

We’re please to announce that we have expanded our Infrastructure & Energy team with the appointment of a new Planning Associate.

Tom Carpen joins our team after spending the last eight years working as an Infrastructure Planning Lead at the Planning Inspectorate, advising applicants and other stakeholders on large scale Development Consent Order applications.

During that period, he led the energy and the transport teams working across the full range of National Infrastructure project types, with particular expertise on fossil fuels, offshore and highways projects.

Prior to his work for the Planning Inspectorate, Tom had key strategic planning roles at the Greater London Authority and led the implementation of the Mayor of London’s ground-breaking decentralised energy and climate change planning policies.

Tom joins our growing Infrastructure team following the recent appointment of Infrastructure and Energy Director, Ben Lewis, from GVA.

We have a strong track record in the infrastructure and energy sector having advised on strategic rail freight projects and one of the most well-known Development Consent Orders (DCO) in the Preesall Underground Gas Storage scheme - the first DCO to be consented after a successful legal challenge to a refusal by the Secretary of State.
