Our Development Economics team have been active in preparing evidence in respect of the Objective Assessment of Housing Need (OAN) on behalf of a range of private sector clients with interests in the authorities of the Berkshire Housing Market Area (HMA). This includes the authorities of Bracknell Forest, Reading, Windsor & Maidenhead, Slough, West Berkshire, and Wokingham.
For Bracknell Forest, OAN evidence was submitted on behalf of the same client at two separate stages of the emerging Local Plan in 2016 and 2017, and separately for the purposes of a Planning Appeal Public Inquiry at which we appeared as Expert Witness in late 2017. In Wokingham Borough, our evidence supported representations made by six separate clients at different stages of the emerging Plan from 2016, whilst Expert Witness evidence was prepared for two separate Planning Inquiries. Key assumptions in these appeals related to economic activity rates and job growth.
For West Berkshire, OAN representations were first made in respect of a single site in 2013, and continued in 2014, 2015, and 2016 through various iterations of the emerging Plan. The site in question was then subject of a conjoined Planning Inquiry, evidence for which was heard in December 2016. The Appeal was subsequently called in by the Secretary of State. A further appeal on an unrelated site was supported by OAN evidence and Expert Witness in 2016.
