The former Whittingham Hospital site, to the North East of Preston, is in the ownership of Homes England and has an extensive planning history. It has been the subject of numerous outline and detailed planning consents over the years that have failed to deliver development. Having concluded that the consented masterplan was unviable, Homes England appointed a project team to develop a new, deliverable masterplan for the site and obtain outline planning permission.
The site presents a number of challenges, including its relationship to neighbouring land uses, an extensive coverage of good quality mature trees, the need for new drainage and utilities infrastructure, the presence of protected species, access and circulation, and the need to accommodate a new facility for Whittingham & Goosnargh Sports & Social Club.
Our team has advised on an appropriate planning strategy, developed a new site masterplan, provided architectural feasibility advice in relation to the new sports and social club and conversion of the Grade II Listed church, undertaken extensive pre-application engagement with the City and County Councils and have led a community consultation exercise.
It is expected that the outline planning application will be submitted in autumn 2018.
